In order to mark the 50th anniversary of the signing of the Rome Treaty, the Rome Jean Monnet International Summer Seminar, which has by now reached its 4th edition, join forces and doubles!!!

The University of Rome Tor Vergata and the Free University of Bolzano-Bozen propose three stimulating Seminars, spreading over one month, dedicated to the exploration of the changing nature of the European Community /Union, in an ever-changing world. The seminars will take place in Florence, Bolzano-Bozen and Rome, thus students will be able to enjoy Italy’s cultural and geographical diversity while, at the same time, profiting from the intellectual stimulation of over 40 world class speakers.

Seminar 1 - Decision-Making, Negotiations and Lobbying in the European Union - will take place in Florence from the 18th to the 22nd of June, 2007. It will be an exciting hands-on course focusing on the complex EU decision-making procedures under Pillar I and the way it can be influenced by both internal and external actors. The lectures will alternate theoretical background with roundtables with practitioners – decision-makers, MEPs, EU officials, lobbyists, etc. - ending on the last day with a simulation of a EU decision making process.

Seminar 2 – The Economic and Monetary Constitution of the European Union - will take place from the 25th to the 30th of June, 2007 in Bolzano-Bozen. The lectures will focus mainly on the principle of free movement of goods, in its internal as well as external dimension, and on the European economic and monetary union. The elimination of national barriers, the adoption of the Euro, the relationship with international financial institutions, and their implication for the trade relationships with third countries are just a few of the issues tackled with during this Seminar. The American approach will be also taken into account. The Seminar aims at giving an updated and critical vision of the issues from the point of view of law, economics and political science.

Seminar 3 - Integrating Europe in a Changing World - will take place in Rome from the 2nd to the 13th of July, 2007. This it is our traditional and highly-prestigious Summer Seminar dedicated to analyzing both the domestic and external dimensions of the EU. The first week will thus be dedicated to assessing the level of EU domestic integration, with particular focus on the impact of the 2004 and 2007 enlargements and the status of the Treaty for a European Constitution. The second week will be dedicated to the impact of the EU in the world; with a particular focus being put on the changing nature of the transatlantic relations and the impact of the recent US legislative elections, on the role of the EU in the Middle East peace process and the rise of Asia as an undeniably important actor in the world affairs.

The speakers - Our summer schools are unique in the way are thought and organized: students will interact with over 40 world class speakers including Prof. Giuliano Amato, Italian Minister of Home Affairs and former Vice President of the European Convention, Prof. Andrew Moravcsik (Princeton University); Prof. Amy Verdun (Jean Monnet Chair at the University of Victoria, Canada); Prof. Leopoldo Nuti (University Rome 3); Dr. Stefano Grassi (Secretariat General of the European Commission); Prof. Martin Holland (National Centre for Research on Europe in New Zealand); Prof. Geoffrey Miller (New York University, Stuyvesant P. Comfort Professor of Law); Prof. Jean-Victor Louis (Emeritus Professor, Université Libre de Bruxelles); Prof. Philomena Murray (Jean Monnet Centre of Excellence of Melbourne, Australia); Dr. Charis Xirouchakis (Head of the Public Relations of the Council of EU Ministers) and many other international faculty, diplomats, academicians, journalists, EU officials, etc.

Who can be interested - The Summer Seminars address primarily PhD students and young professionals, but they can be particularly useful also for other graduate students, as well as for people working in NGOs, national Ministries, interest groups, medias etc. Exceptionally skilled senior undergraduate students can be accepted on an individual base. Our seminars are highly selective and intensive, with 30 teaching hours each week. Admission is subordinated to the proof of previous knowledge about the EU. In the past editions of the summer seminar, approximately 35% of the applicants have been accepted. Prospective students can choose to enroll one, two or all three seminars.

Credits - In terms of credits, Summer Seminars 1 (Florence) and 2 (Bolzano-Bozen) will award 4 ECTS/2 US credits each, whereas Seminar 3 (Rome) will award 8 ECTS/4 US credits. Up to 4 additional credits can be gained by writing a paper on a topic assigned by the Directors of the project.

Tuition fee - The tuition fee is of 900€ per week (i.e. 1800€ for the Rome Summer Seminar). Students attending more than one seminar will be entitled to a 20% discount. Thanks to the generous support of the European Commission – Jean Monnet Action, of private sponsors and of the two organizing Universities, partial scholarships are available and awarded on the basis of merit and need.

Room and board are not included in the tuition fee, though organizers have reserved in each town nice places for stay at a moderate price for those requiring accommodation. Please ask us for further details.

The Seminars are organized in collaboration with the Center for American Studies in Rome and with Euroforum in Florence; they obtained the patronage of prestigious local and international institutions such as the Italian Senate and the Italian Presidency of the Council – Ministry of European Affairs.
